Message from the ChairThe Council is an arm's-length agency of the Government of Ontario established to conduct research and provide objective advice on all aspects of higher education.
Education is essential to a productive economy and a civil society. We all, therefore, have a stake in ensuring access to colleges and universities of the highest quality and greatest relevance to the world our students will inherit.
The Council’s goal is to study Ontario’s own experience and that of other jurisdictions, and to do so in collaboration and cooperation with all who have an interest in higher education in Ontario. That way we can provide sound policy advice on ways and means to improve quality, access, and accountability.
Information will be posted on this site on how you can participate and I invite you to share with me your thoughts, ideas, and concerns.

Open Call for Research Ideas and ProposalsTo complement its formal RFP process, the Higher Education Quality Council of Ontario also welcomes research ideas and proposals from outside the Council, provided they are aligned with the Council’s mandate and current research priorities. The Council encourages proposals from all qualified researchers in the area of postsecondary education. We extend this invitation in particular to projects that originate with, or have the support of, the province’s colleges and universities (including projects that come from administrative faculty or staff).
Where appropriate, priority will be given to projects that are multi-institutional (i.e., involve researchers or examine practices from more than one postsecondary institution). When this is not possible (for instance with case studies, experiments or pilot projects) projects should clearly define how the outcomes will inform and benefit other institutions.
