About Us
The Higher Education Quality Council of Ontario is an independent agency funded by the Government of Ontario through the Ministry of Training, Colleges and Universities.
Our Mandate
The Council has been asked by the Ontario government to provide leadership in creating a quality framework for the postsecondary education sector; to monitor and report on accessibility to the government and Ontarians; to encourage inter-institutional transfer; and to advise on system planning and interjurisdictional competitiveness.
We will make recommendations on the steps which should be taken to improve the quality of, and accessibility to, postsecondary education programs. We will advise the government on targets that should be set to improve postsecondary education and the timeframes for achieving those targets. We will also provide the minister with recommendations on performance measures that can be used to evaluate the sector.
Our Mission
As an independent publicly-funded agency, the Council has a mission to work with higher education institutions, the government, and other stakeholders to make Ontario an international leader in higher education. The Council does so by undertaking research on accessibility, accountability, quality and system design, interpreting that research, disseminating it to the public, and providing evidence-based policy advice to the government.
Our Vision
Ontario should be an international leader in higher education, with a higher education system that meets Ontarians’ needs for high-quality learning and research and that is accessible, accountable, and strives for improvement through evidence-based decisions.
Governance
The authority to create the Council is established in the Higher Education Quality Council of Ontario Act, 2005. The Council is chaired by Frank Iacobucci, a former justice of the Supreme Court of Canada and former interim president of the University of Toronto. Council members are appointed for two or three year terms through a Lieutenant Governor of Ontario Order-in-Council.
The Council reports to the Ontario Minister of Training, Colleges and Universities and must prepare an annual report, which it submits to the Minister for tabling in the Legislative Assembly of Ontario.
