​​​The Higher Education Quality Council of Ontario supports evidence based research within the scope of its mandate from:

  • Postsecondary research institutions and their affiliated institutions

Permanent Position


The Higher Education Quality Council of Ontario (HEQCO) seeks researchers to support its research and policy agenda in the areas of access, quality and accountability of the Ontario postsecondary sector. In particular, the researchers will support the Centre for Learning Outcomes Assessment. The researchers are primarily responsible for supporting qualitative and/or quantitative research for internal and external projects, events, publications and research consortia, as well as undertaking other administrative responsibilities as requested.

Priority will be given to candidates with experience in the postsecondary sector, and with research backgrounds in any or all of the following: project management, program evaluation, qualitative or quantitative research skills.


  • In a multi-project, team-based environment, the researchers will support any or all of the following functions:
  • Conduct research, including undertaking the collecting, synthesizing and/or analyzing of qualitative and/or quantitative data and literature, and writing reports, publications or presentations
  • Execute projects according to plan, document and monitor project activities, and make adjustments as required
  • Work with senior management and appropriate staff on the progress and quality of projects to ensure that standards are met
  • Report on projects to management, the HEQCO Board and the Ministry of Advanced Education and Skills Development as appropriate, and communicate with partners as outlined in partnership agreements
  • Monitor project-related budget expenditures, monitor cash flow projections, and report actual cash flow and variances to senior management on a regular basis; ensure that all financial records are current
  • Ensure project deliverables are on time, within budget and at the required level of quality
  • Evaluate the outcomes of the project as established during the planning phase


  • Minimum of a bachelor's degree
  • Minimum of two years of related experience, preferably in the public sector and/or a position in or related to postsecondary education
  • Knowledge of quantitative and/or qualitative research methods
  • Project management skills
  • Familiarity with data and evidence-based research
  • Experience with budgets and financial reporting protocols
  • Excellent written and oral communication skills
  • Strong interpersonal and organizational skills
  • Proven ability to work collaboratively
  • Detail- and goal-oriented
  • Creative thinker


  • Experience working with government
  • Proficiency with written and spoken French
  • Working knowledge of program evaluation
  • Experience with learning outcomes assessment

Research Intern

Location:  Toronto 
Duration:  Four months (May – August)
Type: Full-time contract position (paid $19.40 per hour)

Job description: 

​HEQCO is seeking skilled students or recent graduates to join its small and dynamic research team. We are looking forward to the opportunity to help you enhance and develop knowledge and skills that will be useful for your career success, as well as familiarize you with the current landscape of public policy research in higher education and with Ontario's postsecondary sector.

Reporting to one of HEQCO's research managers, the research intern may be responsible for any or all of the following: 

  • conducting literature reviews, developing surveys and performing scans on policy development
  • writing and preparing requests for proposals, briefings, reports, graphs, tables and presentations for senior researchers
  • assisting in the analysis and evaluation of data using software such as STATA or SPSS
  • organizing and/or participating in projects, workshops, conferences, etc.
As the research intern, you will be involved in a number of research activities. You will collaborate with senior HEQCO colleagues on research projects where you will be exposed to a variety of research methods in public policy. Your work will usually be guided by a HEQCO manager who will assist in developing your skills and knowledge and provide guidance and advice during your internship.

Preferred qualifications:


  • currently enrolled in or recently graduated from a graduate/post-graduate program
  • organized, self-motivated and able to work both independently and as part of a team
  • exceptional written and verbal communication skills
  • experience in applied research utilizing quantitative and/or qualitative methods
  • relevant work, volunteer and/or extracurricular experience
  • a demonstrated interest in the postsecondary sector, particularly in Ontario
