President and CEO

Accountable to the Board through the Chair, the President and CEO provides vision and leadership to the higher education sector and for HEQCO in achieving its mission and mandate. The CEO leads the thinking on strategic initiatives through evidence-based research, and implements relevant research programs - and subsequent advice/guidance/recommendations to government - that both inform key government objectives and are future-focused to ensure that Ontario considers and benefits from the best higher education practices. The CEO builds supportive and productive partnerships with Ministry officials, colleges, universities, researchers, and other training organizations, and initiates forums and participates in system-wide consultations on emerging strategies for the sector. The CEO is also responsible for the efficient and effective administration of the organization.​

Senior Researcher(s)


Scope:
The Higher Education Quality Council of Ontario (HEQCO) seeks a senior researcher to support its research and policy agenda. HEQCO senior researchers are primarily responsible for undertaking qualitative and/or quantitative research in support of internal HEQCO projects and publications, proposing research in alignment with strategic priorities, supporting external research projects and evaluations developed by HEQCO, and undertaking other project management / administrative responsibilities as requested.

Priority will be given to candidates with experience in the postsecondary sector, and with backgrounds in evaluation and/or strong qualitative or quantitative research skills.

Responsibilities:
In a multi-project environment, the senior researchers will perform any or all of the following functions to support HEQCO initiatives:

  • Conduct research, including undertaking the collection and/or analysis of quantitative and/or quantitative data, collecting and synthesizing existing research and literature, and writing reports, publications or presentations.
  • Conduct/participate in the design of evaluations of programs and initiatives, including creating logic models and undertaking the collection and/or analysis of quantitative and/or qualitative data, and reporting on results.
  • Execute projects according to plan; document and monitor project activities and adjust as required.
  • Work with senior management and staff on the progress of projects and review the quality of work completed with the project team to ensure that project standards are met.
  • Report on projects to management, partners, the Ministry of Training, Colleges and Universities as appropriate; communicate with partners as outlined in partnership agreements.
  • Monitor project-related budget expenditures; monitor cash flow projections and report actual cash flow and variances to senior management on a regular basis; ensure that all financial records are current.
  • Ensure project deliverables are on time, within budget and of high quality.
  • Evaluate the outcomes of the project as established during the planning phase.
  • Propose new research in alignment with HEQCO’s strategic priorities.
  • Assist with research dissemination activities e.g., event planning/management.

 Qualifications:
  • Minimum of a postgraduate degree (i.e., master’s or professional diploma)
  • Minimum five years of related experience in the public sector, preferably in or related to postsecondary education (or equivalent combination of education and experience)
  • Knowledge of quantitative and qualitative research methods
  • Experience with program evaluation 
  • Data and evidence-based orientation
  • Experience with budgets and financial reporting protocols
  • Excellent written and oral communication skills
  • Strong interpersonal and organizational skills
  • Proven ability to work collaboratively
  • Detail- and goal-oriented
  • Creative thinker 

Assets:
  • Experience working with governments
  • Proficiency with written and spoken French
  • Experience with project management
  • Knowledge of issues affecting Ontario’s postsecondary education sector

HEQCO researchers are primarily responsible for supporting qualitative and/or quantitative research in support of internal HEQCO projects and publications, supporting external research projects and evaluations developed by HEQCO and undertaking other administrative responsibilities as requested.

Priority will be given to candidates with experience in the postsecondary education sector, and with backgrounds in evaluation and/or strong qualitative or quantitative research skills.

Responsibilities:
In a multi-project environment, the researchers may support any or all of the following functions to as part of HEQCO initiatives:
  • Collect quantitative data and perform analyses using statistical computer software programs.
  • Collect and synthesize existing research and literature.
  • Prepare briefing notes, reports, publications and/or presentations.
  • Participate in evaluations of programs and initiatives, including creating logic models and undertaking the collection and/or analysis of quantitative and/or qualitative data, and reporting on results.
  • Work with senior researchers, management and staff on the progress of projects and to ensure that project standards are met.
  • Report on projects to management as appropriate.
  • Assist with research dissemination activities e.g., creating visuals for presentations, providing event support etc. 

Qualifications:
  • Minimum of a bachelor’s degree
  • One to 5 years of related experience, preferably in or related to postsecondary education
  • Knowledge of quantitative and qualitative research methods
  • Data and evidence-based orientation
  • Excellent written and oral communication skills
  • Strong interpersonal and organizational skills
  • Proven ability to work collaboratively
  • Detail- and goal-oriented
  • Creative thinker
