Permanent Position

​​​Scope

The Higher Education Quality Council of Ontario (HEQCO) seeks a Researcher to support its research and policy agenda in the areas of access, quality and accountability of the Ontario postsecondary sector. The Researcher position is primarily responsible for supporting qualitative and/or quantitative research for internal and external projects, events, publications and research consortia, as well as undertaking other administrative responsibilities as requested.

Priority will be given to candidates with experience in the postsecondary sector or demonstrated content-knowledge of the sector, and with research backgrounds in any or all of the following: project management, program evaluation, qualitative or quantitative research skills.


​Responsibilities

In a multi-project, team-based environment, the Researcher will support any or all of the following functions:​

  • Conduct research, including undertaking the collection, synthesis and/or analysis of qualitative and/or quantitative data and literature, and writing reports, publications or presentations
  • Execute projects according to plan, document and monitor project activities, and make adjustments as required
  • Support management by preparing background materials for meetings or events
  • Work with senior management and appropriate staff on the progress and quality of projects to ensure that standards are met
  • Report on projects to management, the HEQCO Board and the Ministry of Advanced Education and Skills Development as appropriate, and communicate with partners as outlined in partnership agreements
  • Monitor project-related budget expenditures, monitor cash flow projections, and report actual cash flow and variances to senior management on a regular basis; ensure that all financial records are current
  • Ensure project deliverables are on time, within budget and at the required level of quality
  • Evaluate the outcomes of the project as established during the planning phase

Qualifications

  • Bachelor’s degree or higher
  • Minimum of two years of related work experience, preferably in the public sector and/or a position in or related to postsecondary education
  • Knowledge of quantitative and/or qualitative research methods 
  • Knowledge of project management skills
  • Familiarity with HEQCO research priorities and projects
  • Familiarity with data and evidence-based research
  • Excellent written and oral communication skills
  • Strong interpersonal and organizational skills
  • Proven ability to work collaboratively
  • Detail- and goal-oriented
  • Creative thinker

Assets:
  • Experience working with government
  • Proficiency with written and spoken French
  • Working knowledge of program evaluation
